TÜRKPA-nın 14-cü plenar iclası ASTANA-2025

The Fourteenth Plenary Session of TURKPA hosted by the Parliament of the Republic of Kazakhstan took place on 12 June 2025 in Astana. The Plenary Session was held under the theme of “TURKTIME: the Role of Parliamentary Diplomacy”.

The event brought together delegations of Member and Observer Parliaments, as well as the Oliy Majlis of the Republic of Uzbekistan as guest, heads and representatives of Turkic cooperation organizations, observer organizations and other institutions, such as the Organization of Turkic States (OTS), Turkic Academy, Turkic Culture and Heritage Foundation, Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC), Parliamentary Union of the OIC Member States (PUIC), Conference on Interaction and Confidence Building Measures in Asia (CICA), Interparliamentary Assembly of the CIS (IPA CIS), Islamic Organization for Food Security (IOFS), Kyrgyz-Turkish Manas University and Ahmet Yassawi University.

The event began with cordial welcoming remarks delivered by TURKPA Chairman-in-Office, Chairman of the Mazhilis of the Parliament of the Republic of Kazakhstan Yerlan Koshanov and Chairman of the Senate of the Parliament of the Republic of Kazakhstan Maulen Ashimbayev. Heads of Member Parliaments – Chairperson of the Milli Majlis of the Republic of Azerbaijan Sahiba Gafarova, Chairman of the Jogorku Kenesh of the Kyrgyz Republic Nurlanbek Turgunbek uulu, Speaker of the Grand National Assembly of Türkiye Numan Kurtulmuş, as well as Speaker of the Assembly of the Turkish Republic of Northern Cyprus Ziya Öztürkler in the capacity of observer, and Speaker of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan Nuriddin Ismoilov and other participants made speeches during the Plenary Session.

The agenda of the Fourteenth Plenary Session included the adoption of reports and recommendations of the permanent commissions, the model laws “On facilitation of residence permits in TURKPA member countries”, “On the status of teacher”, “On clean energy in economic activity” and “On environmental education and enlightenment of population”, final reports of the election observation missions of TURKPA, budget for the 2026 financial year, election of the vice-chairs of the permanent commissions, the Secretary General and the Deputy Secretary General of TURKPA.

Ramil Hasan, whose candidacy was nominated by the Milli Majlis of the Republic of Azerbaijan, was elected as the Secretary General of TURKPA, and Muhammet Alper Hayali, whose candidacy was nominated by the Grand National Assembly of Türkiye, was elected as the Deputy Secretary General of TURKPA.

Member of the Milli Majlis of the Republic of Azerbaijan Gunay Afandiyeva was elected as the Vice-Chair of the Commission on Education, Culture, Social and Humanitarian Affairs of TURKPA, and member of the Jogorku Kenesh of the Kyrgyz Republic Cholpon Sultanbekova was elected as the Vice-Chair of the Commission on Economic Cooperation of TURKPA.

The Assembly also took note of the reports and recommendations of the Women Parliamentarians Group and Young Parliamentarians Group presented during the Plenary Session.

It was decided to hold the Fifteenth Plenary Session in 2026 in the Kyrgyz Republic. The Fourteenth Plenary Session was concluded with the adoption of the Astana Declaration.

The Fourteenth Plenary Session was followed by a press briefing with participation of the Heads of Member Parliaments.
