TURKPA participates in the 5th Conference of the NAM PN

On 15 April 2026, TURKPA Secretary General Ambassador Ramil Hasan participated and addressed the 5th Conference of the Non-Aligned Movement Parliamentary Network (NAM PN), held on the sidelines of the 152nd Assembly of the Inter-Parliamentary Union (IPU).
The Opening Ceremony of the Conference, which welcomed 47 parliamentary delegations and international organizations, featured a keynote address by the Chairperson of the NAM PN and Speaker of the Milli Majlis H.E. Ms. Sahiba Gafarova. In her address, she expressed sincere appreciation to the Speaker of the Grand National Assembly of Türkiye H.E. Mr. Numan Kurtulmuş, for hosting the event in Istanbul, as well as to the President of the Inter-Parliamentary Union, H.E. Dr. Tulia Ackson, and the IPU Secretary General, H.E. Mr. Martin Chungong, for their continued support and solidarity.
H.E. Mr. Numan Kurtulmuş continued the proceedings with an address in which he underscored the successful Chairmanship of Azerbaijan of the Non-Aligned Movement from 2019 to 2023. He also expressed his pleasure in hosting the 5th Conference of the NAM PN within the framework of the 152nd Assembly of the IPU. Furthermore, he highlighted the roles of the TURKPA and the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC), emphasizing their constructive cooperation under mutual observer status.
The event also featured statements by the President of the IPU H.E. Dr. Tulia Ackson, and the IPU Secretary General H.E. Mr. Martin Chungong.
In her remarks, H.E. Dr. Tulia Ackson expressed appreciation for the NAM PN’s achievements over the past five years, emphasizing that the IPU values its close cooperation with the Network and remains committed to supporting its future development.
Sharing this perspective, H.E. Mr. Martin Chungong reaffirmed the dedication of the IPU to providing a strong platform for advancing the multilateral objectives of the NAM PN.
Additionally, Chairperson of the Senate of Uzbekistan H.E. Ms. Tanzila Narbaeva delivered remarks regarding Uzbekistan’s upcoming Chairmanship of the NAM Parliamentary Network for the 2027–2029 term. She reaffirmed the commitment of Uzbekistan to the role, emphasizing that the country will dedicate all necessary resources and efforts to ensure a successful and impactful tenure.
In his speech, Ambassador Ramil Hasan, emphasized the pivotal role of parliamentary diplomacy amidst current global cataclysms and complex geopolitical shifts. Highlighting the strong and evolving cooperation between the TURKPA and the NAM PN, he noted that their burgeoning partnership is a direct reflection of shared values and is profoundly beneficial for all stakeholders.
In this regard, he highlighted the rapid development of the Network in recent years, noting that parliaments from numerous countries are now actively engaged in its activities. Ambassador Hasan specifically commended the transformative leadership of the President of the Republic of Azerbaijan H.E. Mr. Ilham Aliyev, under whose guidance the Non-Aligned Movement entered a new era. He praised the successful institutionalization of the Movement, particularly the establishment of the Parliamentary Network, the Youth Organization, and the proposal for the Women’s Platform. He noted that these initiatives represent the practical application of international law principles rooted in peace, security, and mutual trust. Ambassador Hasan further honored the Milli Majlis and H.E. Ms. Sahiba Gafarova for their ongoing contributions to diplomatic dialogue. He reaffirmed TURKPA’s continued support for the Movement’s future initiatives, emphasizing that their mutual observer status remains a key mechanism for deepening multilateral dialogue.
The session proceeded with the formal Adoption of the Agenda and several Outcome Documents. These included the Drafts of the Istanbul Declaration, the Decision on the Establishment of the NAM PN Headquarters, and the Decision on Granting Observer Status to the Arab Parliament, officially welcoming the organization into the network.
During the session, Heads of Parliaments and Presidents of International Organizations delivered statements on “The Role of Parliaments in Ensuring Climate-Resilient Urbanization in the NAM Area.”
The conference concluded with closing remarks by the Chairperson of NAM PN, H.E. Sahiba Gafarova.
The TURKPA delegation also included Deputy Secretary General Mr. Muhammet Alper Hayali, Commission Secretary Ms. Aynura Abutalibova, Chief of Protocol Mr. Yadigar Mammadov, the Secretary for organizational and administrative issues Mr. Alasgar Aghayev, Legal Officer Mr. Azar Mammadov, and Assistant to the Secretary General Ms. Takhmina Bakieva.
