The Thirteenth Plenary Session of TURKPA hosted by the Milli Majlis of the Republic of Azerbaijan took place on 6 June 2024 in Baku. The theme of the Plenary Session was “Green Horizons for the Turkic World: Role of Parliaments in Achieving Green Agenda”.
The event brought together delegations of member and observer parliament, as well as of the Oliy Majlis of the Republic of Uzbekistan, heads and representatives of Turkic cooperation organizations, observer organizations and other institutions, such as the Organization of Turkic States (OTS), International Organization of Turkic Culture (TURKSOY), Turkic Academy, Turkic Culture and Heritage Foundation, Non-Aligned Movement Parliamentary Network (NAM PN), Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC), Parliamentary Union of the OIC Member States (PUIC), Conference on Interaction and Confidence Building Measures in Asia (CICA), Interparliamentary Assembly of the CIS (IPA CIS), Islamic Organization for Food Security (IOFS), Union of Engineers and Architects of the Turkic World (UEATW), Kyrgyz-Turkish Manas University and Baku Brunch of IPA CIS IIMDD.
TURKPA Chairperson-in-Office, Chairperson of the Milli Majlis of the Republic of Azerbaijan Sahiba Gafarova delivered an opening speech. Heads of member parliaments – Chairman of the Mazhilis of the Parliament of the Republic of Kazakhstan Yerlan Koshanov, Chairman of the Jogorku Kenesh of Kyrgyz Republic Nurlanbek Shakiev, Speaker of the Grand National Assembly of Türkiye Numan Kurtulmuş, as well as Deputy Speaker of the Hungarian National Assembly Márta Mátrai and Speaker of the Assembly of the Turkish Republic of Northern Cyprus Zorlu Töre in the capacity of observer, and Chairperson of the Senate of the Oliy Majlis of the Republic of Uzbekistan Tanzila Narbaeva as guest, made speeches during the Plenary Session.
The agenda of the Thirteenth Plenary Session included the consideration and adoption of reports and recommendations of the permanent commissions, the model laws “On personal data protection”, “On the personnel training in accordance with the requirements of the labor market”, “On restriction of the use of tobacco products”, “On trade missions” and “On the basics of safety and quality of products, put into circulation”, final reports of the election and referendum observation missions of TURKPA, election of the chairs and vice-chairs of the permanent commissions and of the Deputy Secretary General of TURKPA. The Assembly took note of the reports and recommendations of the Women Parliamentarians Group and Young Parliamentarians Group presented during the Plenary Session.
It was decided to hold the Fourteenth Plenary Session in 2025 in the Republic of Kazakhstan. The Thirteenth Plenary Session was concluded with the adoption of the Baku Declaration.
The Thirteenth Plenary Session was followed by a press briefing with participation of the heads of parliamentary delegations.
