Graduated from Azerbaijan Technical University with a Master’s degree in Engineering (1995), from Baku State University with a Master’s degree in Jurisprudence (2008), and from the United Nations Institute for Training and Research (UNITAR) with an Executive Diploma in Diplomatic Practice (2024).

Possesses more than 20 years of professional experience in both national government and international organizations. Served as the 1st Secretary of the Embassy of the Republic of Azerbaijan to the Islamic Republic of Pakistan from 2006 to 2010; Secretary for Economy, Trade, Technology, and Environmental Affairs at the International Secretariat of the Parliamentary Assembly of the Black Sea Economic Cooperation from 2011 to 2015; and as an International Monitoring Officer and Liaison Team Coordinator in the OSCE Special Monitoring Mission to Ukraine from 2015 to 2022.

In December 2025, started to work at the TURKPA International Secretariat as Chief of Protocol.
