Mirlan Usenkanov graduated in 2015 from the Faculty of International Relations of the Kyrgyz-Russian Slavic University in Bishkek with a specialization in World Economy. He also completed a number of professional training programmes, including studies in democracy and English language courses.

He began his professional career in 2016 as Chief Specialist at the Department of State Property Policy of the Ministry of Economy of the Kyrgyz Republic. From 2018 to 2019, he worked as an Expert at the Department for Eurasian Economic Union Affairs of the Government of the Kyrgyz Republic. In 2019, he served as Acting Head of the Department of Subsoil Use Policy of the State Committee for Industry, Energy and Subsoil Use of the Kyrgyz Republic.

Between 2020 and 2021, he worked as Expert and Deputy Director of the Agency for Promotion and Protection of Investments of the Kyrgyz Republic. From 2021 to 2024, he served as an Expert at the Office of the President of the Kyrgyz Republic. In 2024-2025, he held the position of Deputy Director of the Climate Finance Center under the Cabinet of Ministers of the Kyrgyz Republic. From August 2025 to May 2026, he served as Adviser to the Executive Director of the International Business Council.

Since May 2026, he has been working as Acting Secretary of the Commission on Education, Culture, Social and Humanitarian Affairs at the TURKPA International Secretariat.

He holds the class rank of «3rd Class State Civil Service Counselor» and has been awarded a number of state and departmental distinctions, including Certificates of Honor and official commendations from state institutions of the Kyrgyz Republic.
